报表服务启动报授权错误：
This computers IP {0} is not in the IP range ({1}) authorized in the report license.

原因：
服务器的 IP 不在授权绑定列表内
或者，服务器 IP 获取过程中出现异常

解决方法：
如果服务器的 IP 不在列表中，那么需要联系商务负责人申请授权变更处理流程；

如果 jsp 获取 IP 时报错，那么优先检查 hosts 的相关配置，可以在 hosts 中增加对应配置，格式为：IP hostname，例如：172.11.29.5 novalocal
